Prologue
St. Clair County Community College’s self-study report presents an account of the reflective process the institution engaged in over the past two years. Concurrently, the campus was also actively engaged in addressing the goals of the College, particularly those defined in our strategic plan, “The Ship’s Logbook.”
Many accomplishments have been logged over the past two years; however, much of this activity would not have been incorporated into the self-study due to the thematic nature utilized by the committees.
The listing below incorporates a sampling of objectives that were identified in order to meet the College’s six strategic goals and the associated accomplishments to date. The complete progress update is attached for reference in Appendix D. (links to the Strategic Planning Report, Progress Update, September 2006)

Enhance post-secondary readiness by developing College opportunities working collaboratively with K-12, RESA and local agencies.
- Premiered credit evening course offerings at Anchor Bay High School and Marlette High School in fall 2006.
- Enhanced Freshman Institute and Reach Out for College Credit summer programs as Summer 101 program offering active learning for elementary, middle and high school students in topics including art, athletics, foreign language, health, journalism, music, science and technology.
- Finalized a teacher education articulation agreement with Saginaw Valley State University for SC4, Lambton College and Saginaw Valley in October 2005.
- Signed an articulation agreement with the Great Lakes Maritime Academy at Northwestern Michigan College allowing students to begin training in the deck officer program and engineering officer program at SC4 and transfer to the academy to complete an associate degree in maritime technology from Northwestern and bachelor’s degree in business administration from Ferris State University.
- Initiated a math/science program with RESA for St. Clair County high school students who will receive college credit for course completion.
Develop at least three new innovative programs that lead to high demand, high wage opportunities.
- Developed and began offering a mechatronics associate in arts and science degree in fall 2006 merging the study of mechanics, electronics and computer programming.
- Developed and began offering an international business associate in arts and science degree in fall 2006 providing a comprehensive look at international trade, monetary systems, cultural differences and international politics.
- Developed and began offering an alternative energy certificate in winter 2006 and developed a proposed alternative energy associate degree.
Provide alternative learning and service options based on student data and market need. Top
- Piloted blended course offerings featuring classroom and online learning in English Composition I, Introduction to Political Science, Introduction to Psychology and Speech Communication in fall 2006.
- Expanded credit online course selection with 68 courses available ranging from accounting, business law and economics to creative writing, English composition and speech to algebra, chemistry and earth science.
Develop an Office for Institutional Effectiveness to collect data to support decision-making and continuous improvement efforts.
- An Executive Director of Institutional Effectiveness was hired in December 2006.
Develop an international program to place St. Clair County Community College as a leader in international education.
- Developed and began offering an international business associate in arts and science degree in fall 2006 providing a comprehensive look at international trade, monetary systems, cultural differences and international politics.
- Signed a sister college agreement in February 2006 with the University of San Carlos in Port Huron’s sister city of Chiquimula, Guatemala, paving the way for the sister colleges to share joint educational projects and activities, such as student and faculty exchanges.
Develop a strategic technology direction for the College positioning us for the future.
- Researched and implemented a partnership for college information technology management services with national firm SunGard Higher Education.
- Developed a Technology Strategic Plan (draft form)
- Formed an IT Governance Structure which includes members of the Leadership Briefing Team and faculty in the decision making processes.
Create a center for entrepreneurship training (Cherry commission). Top
- Developed and held a non-credit entrepreneurship conference in October 2005 to introduce a new series about starting your own business.
- Developed and began offering non-credit entrepreneurship classes in fall 2005 focusing on accounting, financing, finding customers, insurance, legal issues and taxes.
Provide professional development opportunities that align with the current goals of the College.
- Provided group and individual development opportunities for adjunct instructors, administration, faculty, library staff, maintenance staff and support staff.
- Ensured continuous improvement across campus through development opportunities in topics such as advising, accreditation, assessment, customer service, fund-raising, information clarity, information security, health safety, legislative affairs, marketing, navigating change, plagiarism, pod casting, public relations and staff relations.
Continue to support the efforts of the Minority Affairs Advisory Council.
- Initiated the minority affairs liaison program to increase enrollment of minority students, increase awareness of the college to minority middle and high school students and their parents, and develop mentoring and job-shadowing opportunities for minority students.
Develop a public relations plan that promotes the strategic vision and goals of the College to St. Clair County as well as to the thumb, state and country.
- Developed and implemented a comprehensive college marketing and communications plan for 2005-06 and established a system for annual updates to the plan.
